Kosovo’s Independence and The Stability of Security in EuropeTonny Dian Effendi The new state post Cold War outside the former state of Soviet Union was East Timor in 1999. ten years after East Timur, there is a new state, even in the relatively stabil region, Europe. In February 2008, was the historical stage of the peace in Balkan region when the people of Kosovo, under support of NATO and European Union, stand as independen state.The European phery-phery states have the role as the prop of the security in Europe. Some region like Baltic, Balkan and North Africa has important meaning for the security stability in Europe. As example, we could watched how the scandinavia states like Sweden and Finland tried to gave ecopnomic support with the compensation democracy development and ensure the security in Baltic region such as Estonia, Latvia and Lithuania. And in the south, France had the same interest in the security stability in Aljarzair. In the Balkan region, some West Europe states and NATO has the security interest covered by humanitarian intervention.Why the West Europe had the security interest in this pehery-phery  region? One of interesting answer is if we used the community security concept. This concest was introduced by Karl W Deutch in 1950s. Deutch defined this concept as a society that was united as the wider community while each other promise did not attack  and solved the conflict only by the peace way (Deutch : 1957). Deutch devided this concept into two parts. The controled and pluralistic security community.So, How about the Kosovo? Idealism in European Union is one of the reasons. There is the influenced of democratic values, human right and security if the Europe. This is began in the Europe Security Cooperation that was signed in Finland 1950s. This aggreement was successed recognise the minimum standard of human righ protection. Then in the common policy for the security and foreign policy in the Maastrich Treaty in 1992, that focused on the security stability to shape the single European monetary unit. In 1997, the Amsterdam Treaty, European Union played the role as the builder of the political stability in the European as general to support the enlargement European Union policy.Elizabeth Pond, the author of The Rebirth of Europe in 1999 said that Kosovo was the catalist for Europe. Where this region not count in the past era. But according of the economic growth has produced the spillover effect in the political field, Balkan region, included Kosovo to be unseparated in the effort to made stability in Europe. According to the controled security community, European Union tried to played their roled as the core in managed the security stability in Europe.The Kosovo’s independence built the new growth in the political constalation in Europe. In the effort to unity of the Europe, European Union respecting to democracy and human right. In this case, there has dilematic problems for European Union. First, respecting to the human right understood as the respecting to the political right, including the political right of the Kosovo’s peoples that was suffered by the genocide and the civil  war. This independence means giving them the right to determine theor destiny, like the East Timor case. Second, the other principles of European Union is respecting to the differences as togetherness. In a simple say, it is understood as the effort to put the border among the states for the common properity. Kosovo’s independen also could understood as the making of new border in the effort to unity.This dilematic problem has influenced to the unity voice of European Union members. Spain disaggree with this independence because had the problem with the separatist movement in the north. Russia disagree to because had the problem of separatism in Chechnya and China also had the problem in Taiwan.The author is the lecturer in Department of International Relations, University of Muhammadiyah Malang
